There are 10 cities in a Kingdom. Each city must give the king 10 blocks of gold, with each block weighing 10 lbs. The King gets a tip that one city is shaving off 1 oz from each block of gold. With only one weighing on a digital scale, find the city that is cheating.
Dots
In a kingdom, far, far away, there is a King who sets out to find a prince for his daughter. After a long search, he narrows it down to three candidates. In order to choose the smartest one, the King offers them a puzzle. There are two cans of red and white paint. After the candiates are blindfolded, the King places his finger in one of the paint cans and draws a dot on their foreheads. The blindfolds are removed and the King tells them to sit down if they see two red dots. All three candidates sit down. Next, the King tells them that the first person to stand up and correctly say what color dot is on his forehead, wins. However, if he is wrong, he will die. After some time, one candidate stands up and correctly identifies the color of his dot.

The question is: how many red dots were there and what color dot does the winner have?
